The main goal of the Public Council is the creation of prerequisites for full value participation of disabled people in the economic, social and political processes, while respecting their personal choices at the same time.
- A change in the common understanding of the word „disability“. It is based on the notion that a disabled person is a person that is equal with everybody else, a person that has the right and the opportunity for full value participation in life and society. It is not the individual disability, but the lack of resources in society that creates the principal obstacles for such participation. This brings forward the need for the physical and social envirnment to be adapted.
- • A change in the attitudes of disabled persons themselves, so that they can become a power that moves the public processes, and actively contribute to the creation of an open citizen community.
• Disabled people in Bulgaria must be given the opportunity to attain their personal goals and become more confident in their own capabilities by means of training, encouraging positive attitude and support for their independence and leadership potential.
• The physical and institutional society should be made accessible for disabled people, from which all people will benefit. This includes access to public transport, accessible living, working and academic environment, accessible public places and institutions, access to information, medical care and other services.
Equalization of chances, rights and obligations of people with disabilities to those of all the rest Bulgarian citizens. Assistance in accordance to their individual needs, not according to their belonging to a certain particularized in advance group.
